“Free Voices” #AswatHorra

Led by ten FOE-focused civil-society organisations, “Free Voices” #AswatHorra is a joint Libyan-Lebanese initiative that promotes freedom of expression. Libya and Lebanon are very different but, at the same time, are witnessing common challenges with freedom of expression such as violations and intimidation against independent media, civil society, and critical voices; the spread of hate speech and disinformation; and the overall restriction of fundamental civil liberties.

“Free Voices” #AswatHorra started as a unique UK Aid Direct-funded project that, for the first time, brought together civil society, the media, the legal profession, and reform-minded officials to build resilience to threats to freedom of expression. Since 2019, six Libyan and four Lebanese organisations have been advocating for the rights of citizens, journalists, and human rights defenders, with ongoing support from the Institute for War and Peace Reporting (IWPR), Reporters Without Borders (RSF), Media Defence, and Binda Consulting International (BCI).

As a result of their work, the civil society organisations, involved in the “Free Voices” initiative, have crafted policy solutions for enhancing freedom of expression, strengthening independent media, protecting journalists, curbing hate speech, fostering a culture of tolerant debate, improving women’s presence in the media beyond stereotypes, and enhancing free and fair elections.

The “Free Voices” CSOs have joined together to advocate for improving freedom of expression and of peaceful gathering, and to bring the proposed recommendations to the forefront of political debate to influence the legislative agendas.

The “Free Voices” campaign is also engaging the international community to shed light on the systemic challenges that Libyan and Lebanese societies are facing with the freedoms of expression, of speech, and of assembly, as well as with the media sector’s independence.

In Libya, the “Free Voices” advocacy campaign includes Fezzan Libya Organisation, Atwar Organization for Research, Libyan Organization for Development (LOD), Tafat Foundation Media and Cultural, Libyan Center for Freedom of Press (LCFP), and Woman’s Forum for Development (WFD).

In Lebanon, the “Free Voices” organisations are SMART Center, Maharat Foundation, Media Association for Peace (MAP), and Lebanese association for democratic election (LADE).

برنامج "أصوات حرّة" هو مبادرة ليبيّة لبنانيّة مشتركة، بقيادة عشر منظّمات من المجتمع المدنيّ، هدفها تعزيز حرّية التّعبير.

مع أنّ ليبيا ولبنان بلدان مختلفان تماماً، إلاّ أنّهما في الوقت نفسه، يشهدان تحدّيات مشتركة في مجال حرّية التعبير، مثل: الانتهاكات والتّخويف ضدّ وسائل الإعلام المستقلّة والمجتمع المدنيّ والأصوات النّاقدة؛ وانتشار خطاب الكراهيّة والمعلومات المضلّلة؛ والقيود الشّاملة على الحرّيات المدنيّة الأساسيّة.

بدأ "أصوات حرّة" كمشروع فريد بتمويل من الوكالة البريطانيّة للتّنمية الدّوليّة (UK AID) جمع لأوّل مرّة المجتمع المدنيّ والإعلام والخبراء والخبيرات القانونيّين والمسؤولين والمسؤولات الإصلاحيّين لبناء القدرة على الصّمود أمام التّهديدات التي تواجه حرّية التعبير.

منذ عام 2019، دأبت ستّ منظّمات ليبيّة وأربع منظّمات لبنانيّة على الدّفاع عن حقوق المواطنين والمواطنات والصّحافيّين والصحافيات والمدافعين والمدافعات عن حقوق الإنسان، بدعم مستمرّ من معهد صحافة الحرب والسّلام (IWPR)، ومؤسّسة بندا للاستشارات الدّوليّة (BCI)، ومبادرة الدّفاع القانونيّ عن وسائل الإعلام (MD)، ومراسلون بلا حدود (RSF).

نتيجة لعمل جميع الأطراف المشاركة في البرنامج، قامت منظّمات المجتمع المدنيّ، المشاركة في "أصوات حرة"، بصياغة حلول سياسيّة لتعزيز حرّية التّعبير، وتقوية وسائل الإعلام المستقلّة، وحماية الصّحافيّين والصحافيات، والحدّ من خطاب الكراهيّة، وتعزيز ثقافة الحوار المتسامح، وتحسين حضور وصورة المرأة في وسائل الإعلام بما يتجاوز الصّور النّمطيّة، وتعزيز انتخابات حرّة ونزيهة.

نظراً لأنّ عام 2022 هو عام الانتخابات في كلّ من لبنان وليبيا، فقد اجتمعت منظّمات المجتمع المدنيّ المشاركة في "أصوات حرّة" معاً للدّعوة إلى تحسين حرّية التّعبير والتّجمّع السّلميّ، من خلال تقديم تّوصيات مقترحة إلى واجهة النّقاش السّياسيّ للتأثير على جداول الأعمال التّشريعيّة.

تعمل حملة "أصوات حرّة" أيضاً على إشراك المجتمع الدّوليّ لتسليط الضّوء على التّحدّيات المنهجيّة التي تواجه المجتمعين اللّيبّي واللّبنانيّ فيما يتعلق بحرّية التّعبير والخطاب والتّجمّع، فضلاً عن استقلاليّة قطاع الإعلام.

في ليبيا، تشمل حملة “أصوات حرّة”: منظّمة فزّان ليبيا (FLO)، ومنظمة أطوار للأبحاث والتنمية المجتمعية، والمنظّمة اللّيبيّة للتّنمية (LOD)، ومؤسّسة تافت الإعلامية الثّقافية (Tafat)، والمركز اللّيبيّ لحرّية الصّحافة (LCFP)، ومنظمة منبر المرأة للتّنمية (WFD).

في لبنان، تتمثّل منظّمات "أصوات حرّة" في: سمارت سنتر، ومؤسّسة مهارات، والجمعيّة الإعلاميّة من أجل السّلام (MAP)، والجمعيّة اللّبنانيّة من أجل ديمقراطيّة الانتخابات (LADE).
